Lawyer, graduated from the Faculty of Law of the University of the Oriental Republic of Uruguay (UdelaR). PhD in Social and Legal Sciences from the University of Cadiz, Spain. Member of the National System of Researchers (ANII, Uruguay). Since 2004 he is an Adjunct Professor of Criminal Law in the Faculty of Law (UdelaR). Founding partner of the Uruguayan Research and Criminal Studies Center “Dr. Adela Reta” (CIEPUR). He is the researcher in charge of the Group of Studies in Criminal Policy (CSIC-UdelaR). Co-editor of the Law No. 19.172, of Regulation and Control of the Marijuana Market in Uruguay, from December 20th of 2013. He integrates the Academic Committee of the Diploma on Drug Policies, Regulation and Control (UdelaR) that is dictated since 2014, where he is also the responsible teacher for the subject Drugs and Criminal Law. Since 2004 he directs the Magazine of Criminal Law (Revista de Derecho Penal) published in Uruguay. He is the author of the book “Drugs and Criminal Law in Uruguay. Tolerance – Prohibition – Regulation. Analysis of the Law of Regulation and Control of the Marijuana Market.” (FCU, Montevideo, 2016).

The conference will analyze the regulatory framework resulting from the approval of the Law of the Regulation and Control of the Marijuana Market in Uruguay, assessing its practical application, as well as outstanding challenges in the field, for the Authorities and for the users.
