He is a lawyer and has a Master in Taxation from Harvard Law School, Cambridge MA, USA. Partner of the Brum Costa Abogados law firm. Consultant on fiscal issues at the IDB in various tax reforms in Latin America. Consultant to the Association of Banking Supervisors of the Americas and to various governments in the region on money laundering prevention issues. From 2000 to 2005 he was Deputy Secretary of the Presidency of the Oriental Republic of Uruguay and therefore President of the National Drug Board. Advised the National Secretariat of Drugs in the Cannabis Regulation law, currently advising several cannabis permissive companies. Advised the Executive Power on the prevention of money laundering. He is a Professor in various subjects on economics and law at the Catholic University, at the Law School of the University of the Republic and at the University of Montevideo.
