Lisa is a Master in Public Management and Director of México Unido Contra la Delinficiencia, an organization dedicated to citizen security. She is an activist for the legal regulation of drugs and promoter of the strategic litigation on cannabis that led to the approval of the law on medicinal use and the jurisprudence on personal use. Previously, she worked for CICAD-OAS and has served as an advisor for different governments within the framework of the UN Commission on Narcotic Drugs. She is the author of various publications and a contributor to various Mexican media.

Regular Professor of the FCE-UBA in the field of Economic Development. Executive Director of the South American Network of Applied Economics (RED SUR). His main areas of interest are: economic development, economics of Innovation, International Integration and productive sectors. He has recently been working on regulations and policies for the development of cannabis markets.

Former Executive Director of IRCCA
Degree in Political Science from the University of the Republic (Uruguay). Since 2008, he has performed technical and leadership tasks in the Ministries of Public Health and Social Development. He has been a university professor and responsible for different academic and institutional publications. In 2016, he was appointed as Executive Director of the Institute for the Regulation and Control of Cannabis (IRCCA), a position in which he held until August 2020.
